22, of Elizaville was arrested Aug. 9 in the Village of Red Hook and charged with obstructing governmental administration, a misdemeanor; physical harassment, a violation; and leaving the scene of a property damage auto accident, an infraction, according to a Red Hook Police report. He was processed and released with tickets to appear in court.
