Boy Scouts to honor Ulster supervisor and wife

The Rip Van Winkle Council, Boy Scouts of America will honor Town of Ulster Supervisor Jim Quigley and his wife, Joan, with the Clemont I. Angstrom Distinguished Citizens Award at their annual recognition dinner on Nov. 7.
